Paper Roads
A paper road is a road that is legally established and recorded in survey plans to provide access to land, but was never physically formed. Paper roads are legal roads, so the public has the same rights of access as a normal road. However, because the road is unmarked, it is often difficult for users to work out where the road is on the ground and they may easily stray onto private property, resulting in a trespass. Officially marking out paper roads to open them up to the public has been suggested as a way of providing more public access to the outdoors, especially lakes and rivers. This has led some farmers and landowners to close paper roads on their property. To stop a paper road an application must be made to the local council, and a survey plan compiled and deposited with Land Information New Zealand. The general public are invited to make objections to the road stopping, and if these are upheld it cannot go ahead.
